Composition of the Samiti. (1) The Samiti shall consist of a Chairman, a Vice-Chairman and nine other members to be appointed by the State Government. ] (2) The appointment of the Chairman, the Vice- Chairman and the other members of the Samiti shall be notified in the Gazette. (3) The Chairman shall exercise such powers and perform such functions as may be prescribed. (4) The Vice-Chairman shall exercise such powers and perform such functions of the Chairman as the Chairman may, from time to time, delegate to him in writing in that behalf and he shall also exercise the powers and perform the functions of the Chairman during his absence. 5. Term of Office. Every member of the Samiti, including the Chairman and Vice-Chairman shall hold office for a term of four years from the date of notification of his appointment, and shall be eligible for reappointment.
