In section 43 of the principal Act, in sub-section (1),-- (i) for the words "Every distribution", the words "Save as otherwise provided in this Act, every distribution" shall be substituted; (ii) after the second proviso, the following Explanation shall be inserted, namely:-- 'Explanation.--For the purposes of this sub-section, "application" means the application complete in all respects in the appropriate form, as required by the distribution licensee, along with documents showing payment of necessary charges and other compliances:'.
