.....RECONSTRUCTION (FINANCIAL AND ADMINISTRATIVE POWERS) RULES, 1987 April 2, 1987 In exercise of the powers conferred by section 36read with sub-section (1) of section 8 of the Sick Industrial Companies (Special Provisions) Act, 1985 (1 of 1986), and in super session of the notification of the Government of India in the Ministry of Finance, Department of Economic Affairs No. GSR 68(E), dated the 28th January, 1987, except as respects things done or omitted to be done before such super session, the Central Government hereby makes the following rules, namely:- RULE 01: SHORT TITLE AND COMMENCEMENT. (1) These rules may be called the Board for Industrial and Financial Reconstruction (Financial and Administrative Powers), Rules, 1987. (2) They shall come into force on the date' of their publication in the Official Gazette. RULE 02: DEFINITIONS. In these rules, unless the context otherwise requires,- (a) "Act" means the Sick Industrial Companies (Special Provisions) Act, 1985 (1 of 1986); (b) "Board" means the Board for Industrial and Financial Reconstruction; (c) "Chairman" means the Chairman of the Board; (d) "Secretary" means the Secretary of the Board. (2) the National Housing Bank shall be a body corporate with the name aforesaid having perpetual succession and a common seal with power, subject to the provisions of this Act, to acquire, hold and dispose of property and to contract, and may, by that name, sue and be sued. (3) The head office of the National Housing Bank shall be at Bombay or at such other place as the Reserve Bank may, by notification, specify. (4) The National Housing Bank may establish offices, branches or agencies at any place in India, and with the previous approval of the Reserve Bank, at any place outside India. .....

Section 3A - Supreme Court Legal Services Committee (1) The Central Authority shall constitute a committee to be called the Supreme Court Legal Services Committee for the purpose of exercising such powers and performing such functions as may be determined by regulations made, by the Central Authority. (2) The Committee shall consist of-- (a) a sitting Judge of the Supreme Court who shall be the Chairman; and (b) such number of other members possessing such experience and qualifications as may be prescribed by the Central Government, to be nominated by the Chief Justice of India. (3) The Chief Justice of India shall appoint a person to be the Secretary to the Committee, possessing such experience and qualifications as may be prescribed by the Central Government. (4) The terms of office and other conditions relating thereto, of the members and Secretary of the Committee shall be such as may be determined by regulations made by the Central Authority. .....Section 3-A] 6(k) "Taluk Legal Services Committee" means a Taluk Legal Services Committee constituted under Section 11-A.] (2) Any reference in this Act to any other enactment or any provision thereof shall, in relation to an area in which such enactment or provision is not in force, be construed as a reference to the corresponding law or the relevant provision of the corresponding law, if any, in force in that area. SECTION 03: CONSTITUTION OF NATIONAL LEGAL SERVICES AUTHORITY 25(1) The Central Government shall constitute a body to be called the National Legal Services Authority to exercise the powers and perform the functions conferred on, or assigned to, the Central Authority under this Act. (2) The Central Authority shall consist of- (a) The Chief Justice of India who shall be Patron -in-Chief; (b) A serving or retired Judge of the Supreme Court to be nominated by the President, in consultation with the Chief Justice of India, who shall be the Executive Chairman; and (c) Such number of other members, possessing such experience and qualifications, as may be prescribed by the Central Government, to be nominated by that Government in consultation with the Chief Justice of India......
