(1) The Authority shall cause to be maintained proper books of accounts and such other books as the rules made under this Act may require and shall prepare in accordance with such rules an annual statement of accounts. (2) The Authority shall cause its accounts to be audited annually by such persons as the State Government may direct. (3) As soon as the accounts of the Authority have been audited, the Authority shall send a copy thereof together with a copy of the report of the auditor thereon to the State Government and shall cause the accounts to be published in the prescribed manner and place copies thereof for sale at a reasonable price. All rules made under this Act shall be laid, as soon as may be, after they are made, before each House of the State Legislature while it is in session for a total period of thirty days which may be comprised in one session or in two or more sessions and if before the expiry of the said period, either House of the State Legislature makes any modification in any rule or directs that such rule shall not have effect and if the modification or direction is agreed to by the other House such rule shall thereafter have effect only in such modified form or be of no effect, as the case may be. (1) The Highway Authority, may cancel any permission granted under section 21,-- (a) if any rent or charge is not duly paid; (b) if the purpose for which the permission was given has ceased to exist; (c) in the event of any breach by the holder of such permission of any terms or conditions of such permission; (d) if the land on which such encroachment has been made is required for any public purpose or such encroachment is causing impediment or danger to traffic. (2) Where the permission has been cancelled under clause (b) or (d) of sub-section (1) any rent or charge paid in advance shall be refunded to the holder of such permission less the amount, if any, due to the State Government.
