THE KERALA PANCHAYAT RAJ ACT, 1994 THE KERALA PANCHAYAT RAJ ACT, 1994 [Act No. 13 of 1994] PREAMBLE An Act to replace the present enactments relating to Panchayats and district councils by a comprehensive enactment. Whereas it is expedient to replace the present enactments relating to Panchayats' and district councils by a comprehensive enactment to establish a three-tier Panchayat Raj System in the State in line with the Constitution (Seventy-third Amendment) Act, 1992, for securing a greater measure of participation of the people in planned development and in local governmental affairs, by constituting village, block and district Panchayats; And endow such Panchayats with such powers and authority to enable them to function as institutions of self-government; And entrusting such Panchayats the preparation of plans and implementation of schemes for economic development and social justice including the implementation of schemes in relation to the matters listed in the Eleventh Schedule to the Constitution; Be it enacted in the Forty-fifth Year of the Republic of India as follows:- Chapter I - PRELIMINARY (Pub. in K.G. THE KERALA PUBLIC MEN'S CORRUPTION (INVESTIGATIONS AND INQUIRIES) ACT, 1987 [Act No 24 of 1988] PREAMBLE An Act to make provision for the constitution of a Commission for investigation of, and inquiry into, complaints against public men and for matters connected therewith. WHEREAS it is expedient to make provisions for the constitution of a Commission to deal effectively with the investigation of, and inquiry into, complaints against public men and for matters connected therewith; BE it enacted in the Thirty-eighth Year of the Republic of India as follows:- Section 1 - Short title, extent and commencement (1) This Act may be called the Kerala Public Men's Corruption (Investigations and Inquiries) Act, 1987. (2) It extends to the whole of the State of Kerala. (3) It shall come into force at once. Section 2 - Definitions In this Act, unless the context otherwise requires.-- (a) "Commission" means a commission constituted under S (b) "complaint" means a complaint alleging that a public man has committed corruption; (c) "competent authority" in relation to a public man.....
