Karnataka State Minorities Commission Act, 1994 Chapter II

Title: State Commission for Minorities

.....may be required for the proper functioning of the Commission. (2) The administrative expenses of the Commission including the salaries, allowances and pensions payable to the Secretary and other officers and staff of the Commission shall be paid out of the grants referred to in sub-section (2) of section 12. Section 8 - Meetings of the Commission (1) The Commission shall meet as and when necessary at Bangalore or at other places as the Chairman may think fit: Provided that the Commission shall meet atleast once in three months. (2) The Commission shall regulate its own procedure. (3) All the orders and decisions of the Commission shall be authenticated by the Secretary or any other officer of the Commission duly authorised by the Secretary in this behalf. Section 9 - Vacancies etc., not to invalidate proceedings of the Commission No act or proceeding of the Commission shall be questioned or shall be invalid merely on the ground of the existence of any vacancy or deficit in the constitution of the Commission.

Title: Constitution of the Commission

(1) As soon as may be after the commencement of this Act, the Government shall constitute a body to be called as the Karnataka State Minorities Commission to exercise the powers conferred on and to perform the function assigned to it under this Act with its headquarters at Bangalore. (2) The Commission shall consist of ,- (a) a Chairman and six other members to be nominated by the Government, from amongst persons of eminence, ability and integrity: Provided that five members including the Chairman shall be from amongst the minorities communities; and (b) Secretary of the Commission, appointed by the Government being an officer not below the rank of a Joint Secretary to Government.

Visveswaraiah Technological University Act, 1994 Chapter VI

.....entitled to receive any remuneration from the University except such daily and travelling allowances as may be prescribed. (6) The Registrar shall act as non-member Secretary of the Executive Council. Section 20 - Powers and functions of the Executive Council The Executive Council shall exercise and perform the following powers and duties namely:- (a) to approve the financial estimates of the University submitted by the Vice-Chancellor; (b) to hold and to control the property and funds of the University and to issue any general or special instructions on behalf of the University; (c) to receive transfer or dispose of any movable or immovable property on behalf of the University; (d) to administer public and private funds placed at the disposal of or accepted by the University for specified purposes; (e) to appoint the officers, teachers and other employees of the University in the prescribed manner and to approve of appointments made by the Vice-Chancellor. (f) to invest money belonging to the University; (g) to direct the form and use of the common seal of the University; (h) to appoint such committees, whether standing or temporary, as it may deem.....

Visveswaraiah Technological University Act, 1994 Section 21

Title: The Academic Senate

The Academic Senate shall be the Academic Body of the University and shall perform the following functions:- (1) co-ordination of the plans and activities of the divisions of the University; (2) determination and co-ordination of standards of educational programmes in the constituent colleges including instructional facilities and resources; (3) institution evaluation to help the constituent colleges in institution development; (4) any other function that may be assigned by the Executive Council.

Essential Services Maintenance Act, 1994 Section 2

.....the purpose of this clause, the expression "motor vehicle" shall have the meaning assigned to it in clause (28) of section 2 of the Motor Vehicles Act, 1988 (Central Act 59 of 1988). (iii) any other service or employment or class thereof connected with any matter with respect to which the State Legislature has power to make laws under List II of the Seventh Schedule to the Constitution and which the Government being of the opinion that refusal to work therein would prejudicially affect the maintenance of any public utility services or the public safety or the maintenance of supplies and service necessary for the life of the community or would result in the infliction of grave hardship on the community, may, by notification, declare to be an essential service for the purpose of this Act; (b) "Government" means, the State Government; (c) "refusal to work" in relation to any person or persons, means his or their failure to attend at, or absence from the place of work on any working day or during any working hour, without obtaining permission therefor of the authority competent to grant such permission under the relevant terms and conditions of service or his or their refusal.....
