.....present Bill to replace the Assam Panchayat Ordinance, 1994 with the above modifications. STATEMENT OF OBJECTS AND REASONS OF THE BILL (Amending Act--Assam Act No. X of 1997) For removal of difficulties in implementing some of the provisions of the Assam Panchayat Act, 1994 and to make the functioning of the Panchayats more effective in Assam, it was felt expedient to constitute a High Power Committee to examine the provisions of the existing State Panchayat Act and Rules made thereunder and to recommend amendment including interim recommendations in respect of provisions relating to delimitation of Zilla Parishad constituencies. Accordingly, a High Power Committee was constituted vide this Department's Notification No. PDA. 208/96/4, dated 6th September 1996. The High Power Committee deliberated on the matter in its meetings held on 20th September 1996, 18th October 1996 and 24th December 1996 and recommended the amendments as proposed in the Assam Panchayat (Amendment) Bill, 1997. THE CONSTITUTION (SEVENTY-THIRD AMENDMENT) ACT, 1992 [20th April, 1993.] An Act further to amend the Constitution of India. BE it enacted by Parliament in the Forty-third Year of the Republic of India as follows:- 1. Short title and commencement.-(1) This Act may be called the Constitution (Seventy-third Amendment) Act, 1992. (2) It shall come into force on such date_680 as the Central Government may, by notification in the Official Gazette, appoint. 2. Insertion of new Part IX.- After Part VIII of the Constitution, the following Part shall be inserted, namely:- "PART IX * THE PANCHAYATS 243. Definition -In this Part, unless the context otherwise requires:- a) "district" means a district in a State; b) "Gram Sabha" means a body consisting of persons registered in the electoral rolls relating to a village comprised within the area of Panchayat at the village level; c) "Intermediate level" means a level between the village and district levels specified by the Governor of a State by public notification to be the intermediate level for the purposes of this Part; d) "Panchayat" means an institution ( by whatever name called) of self-government.....

Section 10F - Powers and functions of Standing Finance Committee Without prejudice to anything contained in Ss. 11 and 12 of this Act, the factions of the Standing Finance Committee shall be -- (i) To render except financial advice including its proper administration of the Board's funds including its proper utilization; (ii) To scrutinize and to give its comments and expert advice on the following matters, namely: (a) all annual and supplementary budgets of the Board; (b) all new schemes of the Board; (c) any proposal for entertainment of the members of the Staff of the Board that may be necessary after the commencement of the Assam Khadi and Village Industries Board (Amendment) Act, 1960; and, (d) any other financial matter which the Board may, by general or special order, direct to be referred to the Standing Finance Committee for its scrutiny, comment and expert advice. XV OF 1956 Under the provisions made under Section 4(1) of the State Aid to Industries (Small and Cottage Industries) Act, 1955 loans upto Rs. 20,000 only can be sanctioned by the Cottage Industries Department and applications for loans over that amount are required to be passed on to the State Financial Corporation. In cases, however, where the industrial concern is not found eligible for accommodation from Corporation, the Cottage Industries Department may consider such applications upto a limit of Rs. 50,000. But the Co-operative Societies being composed of a number of individuals generally require more capital than what an individual requires. The industries taken up by the Co-operative Societies are also larger than industries taken up by the individuals and as such a Co-operative Society usually required more than Rs. 20,000 for developing the industries. The Government of India have offered assistance to State Governments for issuing loans to Small Industries at 3 percent interest per annum only and.....
