BE it enacted by Parliament in the Eighth Year of the Republic of India as follows :- [a] For Statement of Objects and Reasons, see Gaz. of India, 1957, Extra., Pt. II, section 2, p. 392; and for Report of the Joint Committee, see p. 997.PRELIMINARY SECTION 01: SHORT TITLE, EXTENT AND COMMENCEMENT (1) This Act may be called the Mines and Minerals4["(Development and Regulation)"] Act, 1957. (2) It extends1to the whole of India. (3) It shall come into force on such date2as the Central Government may, by notification in the Official Gazette, appoint. SECTION 02: DECLARATION AS TO EXPEDIENCY OF UNION CONTROL It is hereby declared that it is expedient in the public interest that the Union should take under its control the regulation of mines and the development of minerals to the extent hereinafter provided. (2) Notwithstanding the repeal of the Travancore-Cochin Land Development Act, 1950, where any scheme has been prepared relating to soil conservation.....

(1) Notwithstanding anything to the contrary contained in any other law, the provisions of Article VIII of the Agreement set out in the Schedule shall have the force of law in India: Provided that nothing in section 9 thereof shall be contoured as- (a) entitling the Association to import into India goods free of any duty of customs without any restriction on their subsequent sale therein; or (b) conferring on the Association any exemption from duties or taxes which form part of the price of goods sold; or (c) conferring on the Association any exemption from duties or taxes which are in fact no more than charges for services rendered. (2) The Central Government may, form time to time, by notification in the Official Gazette, amend the Schedule in conformity with any amendments, duly made and adapted, of the provisions of the Agreement set out therein.

Section 195 - Mode of making contracts (1) Every contract or agreement entered into on behalf of the Zilla Panchayat shall be binding on the Zilla Panchayat only if the said contract or agreement is executed in accordance with the provisions of this section. (2) The Chief Executive Officer shall execute contracts or agreements on behalf of the Zilla Panchayat in respect of matters which he is empowered to carry out under the provisions of this Act. He may execute such contract or agreement on behalf of the Zilla Panchayat upto such amount of value of contract or agreement as may be specified by the Government from time to time. In all other cases he shall execute a contract or agreement only with the sanction of the Zilla Panchayat.
