.....Visitor may offer upon the action to be taken thereon. (7) Where the Majlis-Muntazimah (Executive Council) does not, within a reasonable time, take action to the satisfaction of the Visitor, the Visitor, may, after considering any explanation furnished or representation made by the Majlis-i-Muntazimah (Executive Council) issue such directions as he may think fit and the Majlis-i-Muntazimah (Executive Council), shall comply with such directions. (8) Without prejudice to the foregoing provisions of this section, the Visitor may, by order in writing, annul any proceeding of the University which is not in conformity with this Act, the Statutes or the Ordinances : Provided that before making any such order, he shall call upon the University to show cause why such an order should not be made, and, if any cause is shown within a reasonable time, he shall consider the same. (9) The Visitor shall have such other powers as may be prescribed by the Statutes. 1 [7A.Unlawful compulsory labour when to be deemed to be a practice of "untouchability" (1)Whoever compels any person, on the ground of "untouchability", to doany scavenging or sweeping or to remove any carcass or to flay any animal, or toremove the umbilical cord or to do any other job of a similar nature shall bedeemed to have enforced a disability arising out of "untouchability". (2)Whoever is deemed under sub-section (1) to have enforced a disability arisingout of "untouchability" shall be punishable with imprisonment for aterm which shall not be less than three months and not more than six months andalso with fine which shall not be less than one hundred rupees and not more thanfive hundred rupees. .....of the University" means Professors, Readers, lecturer and such other persons as may be appointed for imparting instruction or conducting research in the University and are designated as teachers by the Ordinances; (o) "University" means the educational institution known as "Jamia Millia Islamia" founded in 1920 during the Khilafat and Non-Co-operation Movements in response to Gandhiji's call for a boycott of all Government sponsored educational institutions which was subsequently registered in 1939 as Jamia Millia Islamia Society, and declared in 1962 as an institution deemed to be a University under Section 3 of the University Grants Commission Act, 1956, and which is incorporated as a University under this Act.
