.....of the provisions of the Act. There has been increased use of firearms, mootly unauthorised by terrorists and others in committing violent acts. Such activities have been particularly noticed in 'disturbed areas' like Punjab and Chandigarh. The punishments provided for at present do not have a strong deterrent effect. There is, therefore, an increased need to provide for more stringent punishment to curb unauthorised access to arms and ammunition and to combat the growing menace of terrorism. It is accordingly proposed to provide for very stringent punishments for illegal possession or carrying of arms in disturbed areas and for contravention of sub-section(1B) of section 25of the Act in disturbed areas. .....thereunder or any order made under this Act or any such rule shall have effect notwithstanding anything inconsistent therewith contained in any enactment other than this Act or in any instrument having effect by virtue of any enactment other than this Act.
