(1) Except as provided in section 59 of this Act, the provisions of this Act, notwithstanding that the same are inconsistent with or contrary to the provisions of the Indian Electricity Act, 1910, or the Electricity (Supply) Act, 1948 shall prevail in the manner and to the extent provided in sub-section (3). In this Act unless the context otherwise requires.-- (1) "appropriate authority" means the Deputy Commissioner and includes any officer, not below the rank of an Assistant Commissioner as the Government may by notification appoint for the purposes of this Act, and different officers may be appointed for different local areas of the State. Every Officer acting under or in pursuance of the provisions of this Act or under a rule, order or notification made thereunder, shall be deemed to be a public servant within this meaning of section 21 of the Indian Penal Code, 1860 (Central Act XLV of 1860).
