An Act to repeal and re-enact the Bombay Agricultural Pests and Diseases Act, 1941, providing for the prevention of the introduction, spread, or re-appearance of insect pests, plant diseases and noxious weeds injurious to crops, plants or trees in the 4[State of Maharashtra].

WHEREAS 5[x x x x] it is expedient to repeal and re-enact the Bombay Agricultural Pests and Diseases Act, 1941, providing for the prevention of the introduction, spread or re-appearance of insect pests, plant diseases and noxious weeds injurious to crops, plants or trees in the 4[State of Maharashtra]; it is hereby enacted as follows :

considerable financial loss on the cultivators and also cause an indirect loss of revenue to Government. It was felt that owing to the apathy of some cultivators it was not possible to eradicate these pests and diseases effectively, since no measures against these pests can succeed unless they are simultaneously brought into operation by all the landowners concerned. In the circumstance Government, considered it essential to take powers to coerce the recalcitrant minority which usually sets itself up in opposition against the wishes of the majority.

As the necessity for the prevention of damage to crops in insect pests and plant diseases still exists, it appeared desirable to re-enact this Act.--Statement of Objects and Reasons.
