1[In section 28 of the principal Act,--
(a) in sub-section (1), for the words, brackets, letter and figures "Central Government, on recommendation under clause (f) of section 27", the word "Commission" shall be substituted;
(b) clause (d) of sub-section (2) shall be omitted.]
