Notwithstanding anything contained in section 190 of the1[Code of Criminal Procedure, 1973 (2 of 1974),] no court other than that of a2[Metropolitan Magistrate or a Judicial3[Magistrate of the first class]] shall take cognizance of, or try, any offence under this Act.
