.....fund by the Government. (2) The Secretary shall perform all the duties and exercise all the powers imposed or conferred upon him by or under this Act or any rules or bye-laws made thereunder. (3) Without prejudice to the generality of the provisions under sub-section (2), the Secretary shall perform the following functions, namely:- (a) submit to the Grama Panchayat the monthly accounts of the Grama Panchayat before the tenth day of succeeding month; (b) furnish returns, statement of accounts and such other information when called for, by the Government or the auditor; (c) inspect or cause to be inspected the accounts of institutions under the control of the Grama Panchayat; (d) keep records of the Grama Panchayat. Standing committees, and other committees, Grama Sabha and Ward Sabha; (e) co-ordinate the preparation of the annual plan and five year plan so that the approved plan is submitted to the District Planning Committee in time; (f) disburse Grama Panchayat fund and plan fund to the officers concerned and furnish utilization certificate in the manner prescribed.] ______________________ 1. Title: Notice to Be Given to Municipal Council of All Transfers of Title by Persons Primarily Liable to Payment of Taxes on Buildings or Lands

(1) Whenever the title of any person primarily liable for the payment of atax imposed on any premises in the form of a rate on buildings, or lands or both, is transferred, the person whose title is transferred and the person to whom the same is transferred shall, within three months after the execution of the instrument of transfer or after registration if it be registered or after transfer is effected, if no instrument is executed, give notice of such transfer in writing to the municipal council. (2) In the event of the death of any person primarily liable as aforesaid, the person on whom the title of the deceased devolves, shall give notice of such devolution to the municipal council within six months from the date of death of the deceased.

Title: Recovery of Expenses of Partition

When any estate paying land revenue to the State Government is to be partitioned under the decree or order of a court or otherwise, expenses properly incurred in making such partition, shall be recovered as a land revenue demand in such proportions as the Deputy Commissioner may think fit, from the sharers at whose request the partition is made, or from the persons interested in the partition.

(1) The State Government may constitute separate advisory Committees for Pre-primary Education, Primary Education, Secondary Education, Technical Education, Vocational Education, Adult Education, Pre-University Education, Collegiate Education, Medical Education, Teacher Education, Sanskrit Education, Arabic and Persian Education, Commerce Education, Arts and Craft Education, Physical Education, Hindi Education, Music, Dance, Talavadya and Drama Education, Education of the handicapped, Education of the Scheduled Castes and Scheduled Tribes, Education of Girls and Women, Education of minorities, Educational buildings and for such other disciplines as may be deemed necessary. (2) Each Advisory Committee shall consist of such number of official and non-official members, not exceeding nine, as may be prescribed. The State Government shall appoint one of the members to be the Chairman of each Committee and also appoint Secretary to each Committee. (3) The powers and functions and term of office of the members of the Committee shall be such as may be prescribed.
