I OBITUARY REFFERENCES
The Chief Minster made reference to the deaths of the late:-
1. Shri Devendra Nath Divedi, former Member of Parliament.
2. Freedom Fighters of Haryana.
3. Martyrs of Haryana.
and spoke for 2 minutes.
The Speaker also associated himself with the sentiments expressed in the House and spoke for 2 minutes.
It was decided to send messages of condolence to the bereaved families.
The House stood in silence for 2 minutes as a mark of respect to the memory of the deceased.

III. NOTICE OF CALLING ATTENTION MOTION.
When enquired, the Speaker informed Dr. Sita Ram and 4 other Members of his party that notice of their calling attention motion No. 5 regarding scarcity of power and water in the State has been disallowed and intimation was sent to them.

IV RAISING VARIOUS MATTERS.
Dr. Sita Ram, a member from the Indian National Lok Dal followed by other members of his party raised the matter regarding scarcity of power and water and drought situation in the some areas of the Haryana State and insisted that the Government may declare some areas of the State as drought affected.
Shri Phool Chand Mullana, a member from the Treasury Benches requested the Speaker that he may be allowed discussion on drought situation in some areas of the Haryana State under rule 84.
The Speaker on the request of Shri Phool Chand Mullana, allowed discussion under rule 84 on the above said matter after the conclusion of the business entered in the today's list of business.

V INTIMATION REGARDING ABSENCE
The Speaker informed the House that he had received a message dated 31st July, 2009 from Shri Lachhman Dass Arora, Industries Minister in which he has expressing his inability to attend the Session of Haryana Vidhan Sabha on 3rd August, 2009 onward as he has to go to pilgrimage of Baba Amarnath in Kashmir.

XI FELICITATION OF THE NEWLY ELECTED MEMBER OF RAJYA SABHA.
The Power Minister with the permission of the Speaker, felicitated Shri Shadi Lal Batra to his unopposed election of Member of Rajya Sabha.
Shri Shadi Lal Batra, newly elected Member of Rajya Sabha thanked the Chairperson of the UPA Smt. Sonia Gandhi and the Chief Minister and all the Members of the House for reposing the confidence in him and assured that he would try his level best to uphold their confidence.

XII ANNOUNCEMENTS BY THE CHIEF MINISTER/THANKS BY THE MEMBERS.
With the permission of the Speaker, the Chief Minister made the following announcements:-
(i) Declaration of year 2009 as the year of the Farmers.
(ii) Reduction in the rate of interest on short term crop loans for Kharif and Rabi crops from the existing rate of 7 per cent to 4 per cent.
(iii) Reconciliation of loans would be taken within two months for those who apply to the reconciliation boards by 31st August, 2009.
(iv) To give an additional interest subsidy of 3 per cent on loan being given by cooperative banks to petty shopkeepers and rural artisans.
(v) To give a token money of Rs. 51,000 to the grand-daughters of freedom fighters on their weddings and monthly scholarship for them up to class 12 on the pattern of incentives to students belonging to Scheduled Castes and Backward Classes.
(vi) Financial incentive to Rs. 400 per month would be given to each patwarkhana. Out of this Rs. 200 would be for sanitation and Rs. 200 for power and water bills.
(vii) Varishtha Nagrik Samman Clubs would be set up in rural areas.
(viii) Directing the concerned department to obtain necessary information with regard to the families who were given Shamlat Land or other private land for cultivation for the last so many years.
(ix) Examining afresh the cases of BPL families.
(x) To increase the widow pension from Rs. 650 to Rs. 750 per month.

XIII RESUMPTION OF DISCUSSION ON SPECIAL REPORT OF THE COMMITTEE OF PRIVILEGES.
The discussion on the Special Report of the Committee of Privileges was resumed. Shri K. L. Sharma, MLA was on his legs but he was not present in the House at that time, the Speaker asked if any other member want to speak on this report, he may do so.
No member rose to speak.
Thereafter, the motion-
That this House having considered the Special Report of the Committee of Privileges agrees with the recommendations contained therein.

XIV MOTION UNDER RULE 84.

Drought situation in some areas of the State.
At 5.07 P.M. Shri Phool Chand Mullana, a member from the Treasury Benches moved-

XV THANKS BY THE SPEAKER/CHIEF MINISTER
Before adjourning the House sine-die, the Speaker observed that perhaps this is the last Session of the present Assembly, he thanked all the Members for extending him their fullest cooperation for smooth and efficient conducting of the proceedings of the House. He further said that he tried his level best to give more and more time to all the Members irrespective of the party affiliation and also encouraged the new Members to raise the matters of public importance in the House effectively. He further expressed that he had no words to express his gratitude to the Hon'ble Chief Minister who was kind enough to extend his gracious help in his legislative and administrative functioning. He also complemented the media-persons who were engaged in connection with the proceedings of the House as well as covering the developmental activities of the State in these years. He also thanked all the Government Officers who were always given their cooperation to him. He further thanked the officials of Haryana Vidhan Sabha who worked day and night during the Session days.
The Chief Minister thanked the Speaker for conducting the proceedings of the House in smooth and efficient manner and also appreciated the Speaker for making good conventions to conduct the proceedings of the House and uphold that these conventions would be continued in future also. In the end, he thanked the officers/officials of the Haryana Vidhan Sabha for the cooperation extended by them.
